2025 BOARD OF ASSESSMENT APPEALS
Charles Epstein
Mr. Epstein has a long-distinguished career in emergency medical services as a technician, consultant, and educator, and a twenty-three-year career with the State of Connecticut Judicial Marshal service. He was an administrator in the Office of the Deputy Director and the Director for the Judicial Marshal Service State of Connecticut with a proven Track record as a Team Leader and Results oriented. He retired from State Service as of July 2022.
Previously he was the owner of an Emergency Medical Transportation Company. He is a Connecticut State Certified Emergency Medical Service Instructor and taught at the Connecticut College and University System.
His additional instructor credentials include Mass Casualty Scene Management, CPR, First Aid and AED for the American Heart Association, and Emergency Medical Dispatcher trainer for Priority Dispatch of Salt Lake City teaching 911 Centers throughout the United States and Canada. He also serves as an Instructor with the Connecticut Judicial Marshal Training Academy teaching in many areas. He was also a member of the CT1- DMAT Team (National Disaster Medical System). He is also an instructor for the International Critical Incident Stress foundation teaching Individual Crisis Intervention and Peer Support and Group Crisis Intervention. He is currently the Operation Director of the Connecticut Critical Incident Stress Team, Inc. He is an educator and lecturer both nationally and internationally.

Mr. Epstein’s other accomplishments include serving as the past President of the local EMS Council. He is a Founding Member, and a three term President of the Connecticut Society of Emergency Medical Service Instructors and Mr. Epstein is the Principal in Lifeline Medical Group. He has served as the DTC Chair, as well on Planning and Zoning. He’s currently a member of the Cromwell Fire District as a Commissioner and its Secretary, as well as the LT for the Cromwell Fire Police Team which is part of the Cromwell Fire District. He is a very active volunteer, always focused on collaboration, and ways to improve the community that he serves.He is a speaker at national conferences and a published Author. He is a past Evaluator with the Commission on Accreditation of Ambulance Service (CAAS). He is a recipient of the Unsung Hero award OSCT, Distinguished Service Award in Emergency Services and the Connecticut Secretary of the State Public Service Award recipients, as well as others. He is currently an alternate on the Board of Assessment Appeals. He has previously served as a chairman and member of this Board.
